BCCI Penalizes Rajasthan Royals Manager for Dugout Protocol Breach

According to the official IPL guidelines for 2026, there is a clear distinction between different team areas. Specifically, the concerned clause regarding PMOA protocol states: “The team manager may use a phone in the dressing room but NOT in the dugout.”
By using his device in the dugout, Bhinder contravened Article 4.1.1 of the IPL PMOA protocols. While the dressing room is considered a semi-private space where communication is permitted for management, the dugout is strictly monitored to prevent the real-time flow of information that could potentially influence the match or provide an unfair advantage.
How the Breach Came to Light
The breach did not go unnoticed, primarily due to the ubiquity of social media in modern sports. Following the match against Royal Challengers Bengaluru, photographs began circulating online showing Bhinder actively using his phone. In these images, he was seen alongside Vaibhav Sooryavanshi, the 15-year-old prodigy.
Investigations subsequently revealed a deeper connection between the two; it has been ascertained that Bhinder serves as the “local guardian” for the teenage Sooryavanshi during the tournament. This guardianship role adds a layer of personal responsibility to Bhinder’s professional duties, though the ACU maintains that personal circumstances do not exempt staff from the overarching tournament regulations.
Bhinder’s Response and the ACU’s Decision
Ravinder Singh Bhinder, who has been a cornerstone of the Rajasthan Royals management since the inception of the league in 2008, did not contest the charges. Known popularly as “Romi” within the cricketing fraternity, Bhinder admitted to the offence and provided a full explanation to the Anti-Corruption Unit.
In his response, Bhinder stated that the breach was inadvertent and offered an unconditional apology to the governing body. Furthermore, it is believed that Bhinder cited health struggles, specifically mentioning that he is ailing from Type 2 lung failure, as part of his plea for leniency.
The ACU took these factors into consideration—his long-standing tenure with the franchise, his admission of guilt, and his medical condition. Rather than pursuing more severe disciplinary action, the unit opted for a monetary penalty. However, the ruling was accompanied by a stern warning. A formal media release indicated that Bhinder has been “warned to exercise greater care in the future and to adhere strictly to the established guidelines.”
Rajasthan Royals’ Current Standing
Despite this administrative setback, the Rajasthan Royals continue to perform strongly on the field. The team currently occupies the third position on the points table, reflecting a dominant start to their campaign.
